Sixty years ago today, George Orwell published 1984. He unfortunately failed to include a note that the book was intended as a warning, not a manual.
Today, in England, there are an unknown number of surveillance cameras, including many around Orwell’s house, despite the fact that they don’t reduce crime. People can be detained for 28 days without charge, there are “anti-social behavior orders,” which allow a civil court to impose behavioral restrictions on children as young as 10 based on low somewhat relaxed standards of evidence.
Being modern, the UK has outsourced most of its torture to other less reputable nations like Syria and the United States.

While I find it pretty hard to attempt to justify the anti-social behaviour of the UK Home Office over the last decade or two, I should point out that the standard of evidence required for an ASBO is not as low as you imply. Although granting of the orders happens in civil court they requirer essentially a criminal court level of evidence; ‘beyond reasonable doubt’, although with the specific exemption of allowing hearsay evidence in certain well-specified circumstances (such as when there is other evidence that the first-hand witnesses have been intimidated) . This is a higher level of evidence than is needed for a civil restraining order (in the UK or in the US).
Having said that, the Home Office in the UK have raised the technique of passing legislation to combat ‘terrorists’ and then applying the laws to regular citizens, to an art form.
And Federal Way, Washington seems to be copying the British surveillance model, by installing their own CCTV camera network.
